How specifically did you install and load the communications package? Did you
follow the steps in the manual:
http://www.gnu.org/software/octave/doc/interpreter/Packages.html
The functions you are looking for are compiled oct-files, not m-files. If you
installed the package properly, there should be a communications-1.1.1
directory with m-files, and a subdirectory of that with compiled oct-files.
