Follow-up Comment #1, bug #39108 (project octave): Windows 7? or Vista? If so, it's probably a UAC issue. There are ways to turn off UAC (easiest is through msconfig.exe). Or you can give yourself a new ordinary user account w/o admin privileges and try again; I'm not sure if this would help.
