Follow-up Comment #2, bug #39178 (project octave):
I think that the logic behind the original code in mktexi was to remove the
"Functions Alphabetically" section title in the info form of the
documentation, since it was the only section in the "Function Reference"
chapter, what is somehow redundant information. I think that this was a
sensible design and
it worked with texinfo << 5.0. However, it seems that having a @subsection
following immediately a @chapter is not allowed in texinfo 5.1.
