Follow-up Comment #4, bug #39178 (project octave):

I do not know.  Perhaps the reason is to have the "Functions Reference"
chapter starting right way with the menu of functions, in order to improve the
navigability, otherwise the user would have to scroll down until she gets to
the menu.
