This seems to have been fixed on the development branch of Octave.

At any rate the following works correctly


graphics_toolkit fltk
demo ("plotmatrix", 1);
## Use mouse to re-size window and have plot re-scaled


The fix will be available in the next major release of Octave (3.8).
