Follow-up Comment #8, bug #39305 (project octave):

The clear clipboard menu appears to work, and the paste menu and clear
clipboard option are disabled after selecting clearing the clipboard.

Ctrl-V working as the clipboard paste never seems to work in the command
window, even when I try the same steps as Mike.

If I focus in an edit window, or the editor and press Ctrl-V - it works for
that window as the paste.
