Details:

Maybe its just my system, but on my fedora 19 box, when building llvm as a
cross build mingw in mxe-octave, it fails at the $(INSTALL) -m755
'$(HOST_BINDIR)/llvm-config'
'$(BUILD_TOOLS_PREFIX)/bin/$(MXE_TOOL_PREFIX)llvm-config';  (llvm.mk script)

Prior to this, llvm-config.exe was installed to PREFIX_BINDIR, which is
obviously a windows executable, so shouldnt be in the BUILD_TOOLS folder
anyway.
