As seen here on our continuous build of Octave:

the recent changes to add a lexer/parser for TeX has broken building from a
tarball. I believe all that is needed is to ensure the generated
oct-tex-*.{cc,h} are included in the distributed tarball via EXTRA_DIST,
BUILT_DISTFILES, etc.
