Follow-up Comment #3, bug #39764 (project octave):

cross-build still doesn't work for me. The reason is, that octave configure
looks for 'llvm-config' and not for '$(MXE_TOOL_PREFIX)llvm-config'
(i686-pc-mingw32-llvm-config in my case)

So just changing the install file name in your patch should do the job.
