Follow-up Comment #6, bug #39828 (project octave):

attached is a PDF of:
text (0.5, 0.5, '123 circ 456 bullet 789')

It also looks to me closer to a degree symbol, but
I think that they intended it to be a circ.  It is
raised above where circ belongs, and is not obviously
a circle.  This may be a resolution issue.
