Follow-up Comment #17, bug #39828 (project octave):

Oh.  I probably knew that once.  Sorry.
In most places in the Manual the text part
of arguments to plotting functions are shown in
double quotes.  In the section on use of
"interpreter" the example does use single quotes,
but this is not mentioned in the text.

I will think about a documentation update.
