Follow-up Comment #1, bug #39395 (project octave):

Independent of this bug report, I re-wrote legend to do basically what you
suggested.  Any property which could affect the amount of space taken up by
the text labels, such as 'fontsize' or 'fontunits', causes the legend to be
reconstructed.  It appears to work okay for printing with the FLTK toolkit
though.  Do you want to keep this report open?
