Follow-up Comment #27, bug #40381 (project octave):
What hg id were you using for your tests on minGW?
Also, you mentioned the '-cli' option. Did you mean '--no-gui-libs'? There
isn't any such option on the Linux version.
Finally, could you try these three tests?
./run-octave --eval "exp (1)"
./run-octave -f --eval "exp (1)"
./run-octave --no-gui-libs --eval "exp (1)"
