Follow-up Comment #2, bug #40618 (project octave):
This second version of the patch is very similar, but the OCN window is only
centered upon creation. This way if the user moves the OCN dialog window then
closes it, the window will reappear at the same location (or near) when
"Community News" is selected from the menu.
