Follow-up Comment #10, bug #40606 (project octave):

What do you mean "ahead". C:\windows\system32 will be inspected *before*
inspecting PATH. So if you mean ahead in the PATH, that's irrelevant.

OTOH, if you happen to have sort.exe in the same directory as the executable
currently running, or if you have sort.exe in the current directory, it will
be picked up before C:\windows\system32.

As for your last example, please note that Win32 version of sort use /R as
argument, not /r.
