Follow-up Comment #1, bug #40759 (project octave):

I don't think the behavior is inconsistent. If the user wants to "save as" an
edited file into the same file then there is a real chance that this is done
by accident. If you really want to save into exactly the same file you would
use "save". Saving into a different file that has the same name but is in
another directory is okay because you do not risk to overwrite the original
file by accident.

So it is really meant to be a feature.
