Follow-up Comment #5:

I set the gnuplot terminal to wxt and used


h1=barh(1:4,'facecolor',[0 0 0],'linewidth',1,'edgecolor',[1 0 0]);
legend('a'); saveas(h1,'no_bug.svg');


I dissected the resulting file with Inkscape and removing the red border
leaves a black rectangle with a continuous border.  The svg is attached to
this report as no_bug.svg.
