Details:

The Debian Policy requires that every command installed in /usr/bin has an
associated man page.  This is not the case for octave-cli.  The minimal
solution that is currently implemented in the Debian package for Octave is to
mention octave-cli in the man page for Octave (through the patch attached
below) and to create a symlink octave-cli.1 pointing to octave.1.

You might consider doing a similar change in the upstream sources.
