Follow-up Comment #15, bug #31080 (project octave):
The command touch does not exist on Windows
A substitute to this command is : copy /b file +,,
(found on
http://stackoverflow.com/questions/51435/windows-version-of-the-unix-touch-command),
but it doesn't solve the problem.
