Follow-up Comment #7, bug #41027 (project octave):
It's not just the name config.h, it's that a header file that contains the
results of feature tests should never be installed.

It's a bit embarrassing that Octave has been doing this for so long, but I've
just never gotten around to fixing it. Maybe this bug report will provide the
motivation.
