Follow-up Comment #10, bug #41067 (project octave):
If you are not passing any CFLAGS or CXXFLAGS to configure, then Octave is
built with "-g -O2" by default, that should give you full debug symbols. You
can override those variables to specify any other preprocessor flags or
optimization options that you want to use.
