Follow-up Comment #9, bug #41247 (project octave):

When I change original vc100-libblas.dll in my Octave 3.6.4 to libblas.dll
from Octave 3.8.0 (of course I didn't forget to change name) the 3.6.4 just
wouldn't start, the error:
gcc_s_dw2-1.dll is missing, try to reinstall the program.
If someone has this vc100-libblas.dll I can check whether changing of it will
work or not, meanwhile I can stick to 3.8.0 when needed.
