Follow-up Comment #14, bug #41220 (project octave):

Unless anyone has an issue, I will close this bug.
The file dialog defaults to the start in directory (which is now HOME instead
of the octave bin directory)
After the initial setting for the session, it uses the last saved/loaded
directory.
