Follow-up Comment #10, bug #40962 (project octave):
I do not see this behavior with another window manager (I can't remember at
the moment which one I tried, lxde maybe?).
Also I suspect this may be related to bug #41093 about the GUI starting
minimized, because I also sometimes see something similar when starting Octave
in gnome 3. The GUI actually never appears sometimes, it starts minimized. I
have to Alt-Tab switch to it, it is in last place in the switcher because it
is minimized.
