Details:

an updated pt_BR.ts was pushed on Jan 9th:
<http://hg.savannah.gnu.org/hgweb/octave/rev/8193ef6d07fc>

and it didn't show up in two subsequent builds:
<http://octave.osuv.de/3.8/windows/octave-3.8.0-2-installer.exe> (Jan 11)
<http://octave.osuv.de/3.8/windows/octave-3.8.0-3-installer.exe> (Jan 21)

maybe it needs a Makefile dependency for the .qm files on the .ts files?
