Follow-up Comment #2, bug #41251 (project octave): Now I fell like an idiot. I had an old Octave.app lying around in /Applications from before the split to Octave-gui.app and Octave-cli.app. I was trying to run the mkoctfile from inside this old .app bundle to compile an oct file and it was complaining about not finding gsed in this .app bundle. Upon reading Carlo's comment and going back and reading the README in the DMG (RTFM right?) I now see that the .mpkg installer install to /usr/local/octave/3.8.0 and that the Octave-gui.app and Ocatve-cli.app are just launchers.
