Follow-up Comment #9, bug #41093 (project octave):

Sorry for the misunderstanding.

Nothing is floating.  I notice that the first time the window opens it’s
displaying the Documentation tab in the right frame, the second time it’s
displaying the editor tab, and final times it’s displaying the command
window.  I tried closing Octave with the Documentation tab visible.  When I
re-opened the sequence was (1) open in Documentation, (2) open in
Documentation, (3) open in Command Window.
