Details:
As discussed in bug #41305, error messages like this from the eigs function:
eigs: error -14 in dneupd
are not very helpful. ARPACK has enumerated what its error codes mean, so it
could be left to Octave to translate them into useful strings, or we could
request that ARPACK provide a strerror-like functionality.
