Follow-up Comment #19, bug #40823 (project octave):

I start octave this way:
sudo /usr/local/bin/octave --force-gui

I am still running:
GNU Octave, version 3.8.0-rc2
Copyright (C) 2013 John W. Eaton and others.

when I start Octave from the command prompt like this:

address@hidden:~$ octave  --force-gui

I see this:
