Follow-up Comment #1:

Could be specific to the Windows terminal. The appropriate keybindings should
be Shift+PageUp and Shift+PageDown, can you try those to make sure they do
nothing in the Windows command window? In Linux, these scroll backward and
forward by about half the screen height.

PageUp and PageDown by themselves are or should be readline-bindable key
sequences, typically bound to "beginning-of-history" and "end-of-history".
