Follow-up Comment #1:
The docs under octave.sourceforge.net are built by the generate_html Octave
Forge package, retitling.
This could be a large undertaking for full support, for example if a function
in the image package should have links to Octave core functions, functions in
the signal package, etc. A first step could be to add seealso links only
functions in the same package, or from within Octave core to itself.
