[Octave-bug-tracker] [bug #41665] 'qt' is default graphics toolkit even when it is not available

Follow-up Comment #21, bug #41665 (project octave):

Since available_toolkits is a set and not a list, I think we need something
more to ensure the toolkit priority is the way we want it to be if the default
toolkit is unregistered.  I checked in the following changeset:
