Follow-up Comment #22, bug #32120 (project octave):

I agree the blaswrap solution is not great, but I'm thinking that the
configure script has never been right.

Could you please try a fresh build with the attached patch?  After running
bootstrap, you should have USE_BLASWRAP defined and FFLAGS should NOT contain
-ff2c.  If that's not what happens, you can skip the build and just let me
know.  Or edit config.h and all the Makefiles to remove -ff2c from FFLAGS and
try building.

Again, what does cblas do to handle this situation if the apple framework blas
is compiled with f2c conventions and it is just using it, not replacing it?  I
think we should be able to do the same and avoid adding cblas as a
dependency.
