Follow-up Comment #9, bug #41895 (project octave):

I don't know, but it is part of 3.9.x, the gui-release branch.

I just quickly tested it and I am able to plot with a non-visible figure using
the Qt toolkit, so this looks like it affects the FLTK toolkit only. IOW, this
is not a generic OpenGL problem, FLTK problem only.
