Details:

When installing a package with a NEWS file, Octave prints a message about
using news


octave> pkg install -forge general
For information about changes from previous versions of the general package,
run 'news general'.


However, if several packages are installed at the same time, this message is
only displayed for one of them:


octave> pkg install -forge general image
For information about changes from previous versions of the image package, run
'news image'.
