Follow-up Comment #17, bug #41814 (project octave):

Yes there may be something in that timing issue:

On my (somewhat older & slower) WinXP Core Duo desktop, this bug shows up
consistently, with or without patch.

On my (faster) Core i5 laptop, a 'fresh' Octave-3.8.1 build (with the patch)
showed a blinking cursor only at the first start. Next tries => no cursor
(until after first focus shift to terminal pane).
The odd thing is that after starting another Octave version (4.1.0+, with the
patch) I now see a nice blinking cursor immediately - yesterday I didn't see
it. A next start of 4.1.0+ => no cursor. 
Upon the next first start of the fresh 3.8.1 I do see the blinking cursor
again. 
==> So, alternating between Octave versions helps getting it to work. But not
reliably - very often it works, sometimes not. 

This smells of some uninitialized memory affecting blinking.

FYI, wiping qt-settings and starting anew makes no difference.
