Follow-up Comment #3, bug #42010 (project octave):
Octave has it's own inputrc file (installed in
share/octave/3.8.1/m/startup/inputrc), which is used if there is no ~/.inputrc
The keypad option you mention is definitely not in octave's inputrc.
I think this bug can now be closed and reported to readline, where it
belongs.
