Follow-up Comment #5, bug #41828 (project octave):
If it is cygwin, then I'd guess you have to run octave, and not octave-gui.
That way the wrapper program (octave) can give up the controlling terminal and
then exec the GUI. That's the way things have to work on Unixy systems, and I
assume that Cygwin behaves similarly.
For windows, there is no controlling terminal so you can run the octave-gui
program directly.
If this is so, then the Cygwin distribution should not be installing the
octave-gui program in the bin directory but should hide that in the lib
directory the same as we do for other Unixy systems.
