[Octave-bug-tracker] [bug #42135] get(0, 'FormatSpacing') always returns 'loose', should return the "format compact/loose" setting

Follow-up Comment #3, bug #42135 (project octave):

I attached a patch that fixes both "format" and "formatspacing" root
properties, but also "diary" and "diaryfile". If the approach I have chosen is
validated, I can probably also fix the other unused root properties.
