Follow-up Comment #7, bug #41932 (project octave):

This is a bit of a bummer.  Apparently the Intel chipset advertises that it
can draw lines with 0.5 width, but can't in practice.  The OpenGL
specification only requires a minimum of 1.0 be supported.  Conceivably we
could always draw on-screen using a minimum of 1.0.  But then we would have
the problem with printing.
