Follow-up Comment #1:

I get a subscript 'b' in both plot examples in 3.8.1. I also get the
interpreter property as "tex" which I believe is supposed to be the default
now.

Do you have an octaverc that might be affecting this? Do you see the same
results if you run Octave with --norc?
