Follow-up Comment #13, bug #42345 (project octave):

Muhali, I think it's logical to produce a literal % with fprintf('%'). There's
no argument after the string, so it must not interpreted as format string. I
guess MATLAB fprintf('%s') prints out '%s'.

For syntax fprintf(formatstring,argument) it's a complete different behaviour.
