Follow-up Comment #3, bug #40269 (project octave): I have experienced the same problem. But the y-label is set correctly as soon as I enable the Oversampling option in the plot window. (Make permanent with Options->Update .../wgnuplot.ini) The Double Buffer Option seems to have an influence too. I do not currently see what Gnuplot terminal is being used, since getenv('GNUTERM') does not yield anything. Is this a Gnuplot bug?
