Follow-up Comment #5, bug #42444 (project octave):

You are right about other distros.

But the documentation could point out something
like: the required header files may be in another
package, check your distribution. But, the
divergent practices of the various ditributions
do make this hard to make simple for users.

Still, this problem keeps popping up in the
bug reports, so some clarification could help.
