Follow-up Comment #2, bug #42450 (project octave):

I figured it would be a configuration problem as I couldn't find any similar
issues when searching (hence why I filed under Config. and Build category :)
)

I have done a apt-get --reinstall, as requested; no errors were reported,
although it did say some packages not required:

The following packages were automatically installed and are no longer
required:
  gnome-desktop-data libgdome2-0 libgdome2-cpp-smart0c2a libgraphite2-3:i386
libgtkmathview0c2a liblink-grammar4 libreoffice-l10n-en-gb libslicot0
link-grammar-dictionaries-en

After this, the reinstallation completed successfully.

Yes, I still get a segmentation fault when running with --norc option.
