Follow-up Comment #1:

Can't confirm here with MXE-cross-built binary for Octave-4.1.0+, see attached
pic.

Did you add the relevant subdirs to the windows PATH (i.e., C:\gs\gs9.14\bin)?
(repeat: subdir bin/) 
epstool isn't required to make svg plots, Octave complains but it makes the
.svg plot anyway.
