Follow-up Comment #1, bug #42541 (project octave):
Update:
I installed octave and octave-image from ubuntu package manager. It appears
the octave-image addon is version 2.2 and the source code imcrop.m is from
2012 whereas the latest imcrop.m on sourforge is from 2014. The 2012 versionb
of the code indeded does not handle a rectangle parameter
This may be a bug with the package maintainers on ubuntu rather than Octave,
