Follow-up Comment #19, bug #42562 (project octave): Q1 : It's really up to you whether you prefer row (Nx1) or column (1xN) vectors. Octave/Matlab makes the distinction because you might want to form the Matrix/Vector product A*x which will only work if x is oriented correctly. Q2 : Correct.
