Confirmed.
At first I figured it was a duplicate of another bug (can't find it now) that
was invalid as Octave (io package/xlsopen) cannot create (an intermediate tree
of) subdirectories.

But you're right, even with existing subdirs in the name it won't work and
it'll create the file in the current directory (folder).

Should be easy to fix.
