Follow-up Comment #1, bug #43543 (project octave):
Adding maintainer of the control package to the CC list of this bug report.
However, note that there are plenty of functions that create figures when
called with no output arguments, most of the bw* functions in the image
package for example (this behaviour is required for Matlab compatibility). I
think the logic here is that if you don't request an output argument, you are
probably using it as an interactive tool for exploration, in which case
creating a figure is what you want.
Why are you calling the function in a non-interactive invocation, if you are
not storing the output in a variable?
